These will deprive Le Monde not only of its revenue, but of its traffic as well. The only way to ensure Google pays Le Monde x euros is to confiscate x euros from Google and give it to Le Monde. If you leave any gap in your regulations, the market will flood in.
I hated these laws already, and didn't even realize this... This could be disastrous for general quality of news in the EU. Sadly seems completely in character for EU regulations :/

Google should have started their own newspaper a long time ago. Then they wouldn't have had to deal with the malignant glee coming of that link.
