Allowing prices to rise would also not conjure up production facilities out of thin air instantly, though. Do you have any objections to my proposal that do not apply equally well to yours?

You're forgetting to consider time. If you don't allow prices to rise, you won't get any masks from existing manufacturers, which means you have a gap till your new decree-driven manufacturing capacity comes online.
