Weird potential idea: competence tourism. E.g. Goldman Sachs has a bunch of people who really need to work in an office together. They can't in the US because of the coronavirus. So instead they all go and work for a while in a country where they can, like Taiwan.

But, by definition, they are coming from an incompetent country. So, the promise of quarantine in the US doesn't hold any weight. So, Taiwan, being competent, will and should definitely ban entry.
If I arrive in Taiwan now, I can't work together with colleagues in an office for 14 days. If I stay in the US, I also can't work with colleagues in an office for 14 days, and probably a good deal longer.

I suspect that as confidence increases in testing & understanding typical disease courses, far-shorter-than-14-day quarantines should become possible. Average onset of symptoms said to be 5d. Any communicable case, even asymptomatic, might show up in PCR even earlier.
