I don't know if school programming classes do this, but kids like writing games so much that if I were teaching one, I'd just have them write games for the first several years. (Plus you can sneak practically anything into games.)

Google Blocks is just one example of this. They have incremental problems, starting with things like moving a character in a map

Working on it :) Add to that the ability to easily interact with the game (i.e. play it) via a program "AI". So kids can design games, play games, mod games, and develop AI to play games. Apply that formula across a wide range of games.

Never written a mod but is that actually programming? Aren't you usually just changing a txt or xml or yaml file or something like that?

Modifying a game you love is definitely a great motivation! I learned to program at 15 yo by working for a private WoW server. It was buggy and at some point I wasn't having fun playing anymore. Instead, I had fun learning to program to debug spells and quests.

There are lots of them! The person who mentored me like 12 years ago made me play https://en.wikipedia.org/wiki/Colobot Later I loved playing GMod, it had Expression - a mod that allowed you to code things that used sensors etc, it didn't have tasks, but was the most fun! Shoutout
