The question of whether a site ban for harassment should necessitate that popup, which is presumably assigned to any site similarly banned (see point 4) is wholly irrelevant to the outcome of a specific theory
(In the case of spammers, HN mods often do simultaneously ban a user and their site. But in that case they do mean to imply there is something wrong with the site.)
