You're right. He says PPE he was trying to get was "swept up by FEMA" but that seems to mean he was outbid or his order was cancelled, not that FEMA seized anything en route.

Also, there are stories like this everywhere. The people who are ordering this stuff don't have the time for lifesaving supplies to be re-routed.

This article is very unclear what they mean by seizing. Do they mean their PPE was confiscated on arrival in the US? Or that there was PPE they hoped to buy, and weren't able to? Sounds more like the latter. E.g. that story at the end. 20k masks wouldn't be worth confiscating.
