What about exports? The EU does export a lot of its plastic waste out to China/Hong Kong.
The graph says minus emissions for exports . So they get credit if they don’t use the product they produce . Not sure about waste products though.
I can't help but wonder: `- (imports + exports)` or `- (imports) + (exports)`
