This trend is happening in more than software. The shortage of masks and other PPE is also being solved mostly by, and with donations from, people in the private sector (and in fact tech companies specifically).https://www.axios.com/coronavirus-big-tech-action-95ccfc44-3756-4b5b-a6fc-745c05ef1b5c.html …

I favor small government, but not so small that it can't respond to a pandemic. Dealing with pandemics is exactly the sort of thing a good federal government should be able to do.

          Could you specify "small government"?

How do you know when a government service has been appropriately scaled?

Has Covid shifted your opinion in that regard? It has for me.

The probability that government is either too big or too small is infinitely greater that the size being just right. Following that logic, I’m not sure why being in favor of a smaller government is seen to be somewhat radical.

Because it tends to favour hampering the mechanisms of response that are necessary for social function. Eg. Poor pandemic responses.

Eventually, pandemic-preparedness & coordinated response the sort of thing that a resilient & distributed information processing system should be able to handle. We're now seeing a failure in the fragile asymmetric information ecology, which fed govs purportedly could navigate.

We are seeing glimmers of that potential future, now, as gov systems, regulatory institutions, information gatekeepers, legacy media & other hierarchical systems reveal their stark flaws. New, smaller, denser, self-regulating & trust-oriented systems are emerging, I hope!

That is the very role of government - safety, security and adjucating disputes. This might fall in safety category.

_Scale_ of government is not currently critical. After all, California planned for, and bought, and then sold extensive mobile hospital equipment. California traded useful scale for what? _Scope_ of government is critical.
