I'm not sure exactly what a Google Account is. All I know is that after buying extra space, I'm logged into some account when I do searches, and that (on my feeble internet connection) this makes searches appallingly slow.
He might be referring to Google drive integration? But maybe the default Gmail 16GB isn't as onious or intrusive as when you've actually buy expanded space. Then Google starts deep learning on your shit. Hmm.

You can try going to Chrome browser's sync settings (from the top right profile option) and switching off 'Google Drive search suggestions'. This must have likely worsened the speed after purchasing more space.
