Looking at how HK, Singapore, Taiwan, and Japan are handling
#COVID19, I’m starting to think testing itself isn’t sufficient, but the combination of testing plus controlling clusters of outbreaks is necessary to prevent a spike when we reopen businesses. Feasibility?

I would add SK to that list too. And maybe put an asterisk next to Japan. The funny thing is the capabilities demonstrated by the above countries are the result of popular demand. It's hard to imagine folks in Western countries making similar demands to govs (cuz "freedom").

How about incentives instead of social pressure, with a stimulus to boot. A phone app can check whether a person is outside the home and is in a crowd. The government pays a person $10 each day he has avoided being closer than six feet to anyone outside the home.
