Considering that as a percentage of population our death rate is lower than most of the rest of the world, and that we are a global center of commerce, this pronouncement is no more than the continuation of the politics of partisan destruction.

It just got here, it's a little premature to try and compare (deaths / population) with countries who are 2-8 weeks later into a virus that doubles every 5 days.

Also workforce quality - many other countries have a national civil service exam, but the US Federal Government abolished the one it had. Leads to adverse selection in hiring. (Of course, maybe this helped the private sector!)

I think risk-aversion is a big factor. Questions like "should we certify this mask?" easily default to "no, unless some giant firm spends years working through our bureaucracy".
