WHO took far too long to declare a pandemic. Part of it may be the perceived over-reaction to H1N1 in 2009. Also maybe not wanting to offend China. If WHO had declared pandemic at end of Jan, I bet Europe and US would have acted quicker.

WHO declared a pandemic on 11 March. On 30 Jan they declared it a PHEIC - but this doesn't have the same sense of urgency imho. Perhaps the pandemic call could not be made that early due to semantics - but a call of "probable pandemic" would have focused minds more I think.

Had Taiwan been a member of the WHO in January, its warnings might have been heeded and hundreds of thousands of people, now dead or doomed to die, might have been saved instead. That strikes me as a practical agenda, not a political one.
