What audit mechanisms do we need to know we are prepared—CDC, new entity, or otherwise—in the future?
That is a very interesting question. Not just about epidemics, but about other disasters.

You have two auditors of government agencies, and neither are very good at auditing probabilistic events. One set of auditors are just *other* gov agencies. The second auditor is the voting public. Both designed to identify bad past behavior, not facilitate good future behavior.
