If we need more doctors and nurses, how about offering a green card to any foreign-qualified medical personnel already in the US who are accepted by a US hospital to help with the emergency?

Sounds good. Nevertheless, within the US, there are sizable foreign-trained medicals hampered by licensing requirements from practicing. That might be a place to start.
