Indeed. In Taiwan this is complemented with phone calls. If you don’t reply they will send someone to check up on you. I assume it is similar in other countries, where triangulation acts as an early detection systems in combination with other detection/enforcement mechanisms.

I haven't seen anything requiring this of residents (citizens, permanent residents) though, so maybe it's more of please do it if you can, so that it reduces load on the team of officers doing house visits.
