People are more hooked on their phone than on alcohol, chocolate, or tobacco.

At least here in Israel the goal is to track movements before a person knew they had the virus, so you can alert people who were in proximity to get checked/quarantined rather than everyone in their workplace etc

Will most people even realize they're being tracked? I doubt it. Even though this information isn't being kept secret...this is the sort of thing that doesn't register with most people.

But... those are two different things, aren't they? Govt tracking methodology vs people intent on being out. I'dbeven put money on most people not realizing that tracking was available unless explained.

Here in Slovakia government uses aggregate statistical data when deciding severity of restrictions. The more people "behave" & mostly just stay home, the less draconian measures can be taken. Also used to get idea about how many people came from hotspots (e.g. skying in Italy).

Also, doesn't have to be just mobile phones. For example in Czech Republic they tracked credit/debit cards use ... and found out about half people didn't stay in mandatory quarantine (after returning from hotspots).
