It looks like Germany is understating C-19 deaths with their particular metrics whereas Italy may be overstating. The obvious candidates for untruth are probably under reporting as well.

Agreed, but more likely than untruth is just different reporting standards, which is why we have to be careful of drawing too many conclusions German vs. Italy. Chinese. Russian, Iranian figures on the other hand, politically motivated untruths for sure.
