I agree with like 99% of your ideas but how often do university math departments sway administrative decisions?
It would be interesting to see a scatterplot of when US universities cancel in-person classes vs the rank of their math department.

It would be interesting if the math department had that much influence over an entire university.

I'm not suggesting anything as specific as that, just that universities with good math departments are more likely to have numerate faculties and administrations.
