Segway focused cost and effort on features that didn’t matter, first and foremost the balance/acceleration mechanism. Users didn’t care, scooter is more intuitive.

Scooters have the minimal amount of hardware to move a human being along a flat surface. Can you hang a scooter on gently sloping rail from the Nth floor to the N-1th floor of an adjacent building? The space above streets could be filled with elevated rails going into buildings.

To be fair, the business models (and Infrastructure? smartphones, maybe micro transactions) underneath Uber and Bird and such didn’t exist when Segway launched. So all they could fathom was building a product people would buy.

Remember, Razor scooters existed and were very popular back then. Just putting an electric motor on one wouldn’t have made an impact, in my opinion.
