Well that would be a very valid complaint about that government, and form of government. But you'd STILL want to use strong govt power to stop it, right?

If you go too far you create more problems because once your citizens stop trusting you they start to work against you (spreading rumors, hoarding, etc)

Given the source appears to have been poorly regulated wild meat markets, it's hard to blame it on an authoritarian government. An inefficient government seems the more likely cause.
