You must have seen a bunch of startups trying micropayments; what’s the biggest hurdle?
Recruiting existing publications, who all think they are so important that people should have to subscribe individually to each. I think the solution is going to require new publications, not just new payment models.

This some kind of tragedy of the anticommons. I also see it in hospital data. If all hospitals could agree to pool their genomics data, it'd be super-valuable to all. But no, they'd rather hoard it because each believes they have the most valuable piece.

What about a partial solution, dipping toe in the water? A (multi paper) readership 'debit card' service that lets you read a la carte articles up to only, say, 5 or 10 over the paywall; still stopping short of full 'subscriber' access.
