it's not really a small number of bullies. It's a small percentage/proportion, with 126M daily users @ 0.1% bullies is actually a large mob of bullies
I think this is true generally, not just in academia. The problem with Twitter for example is not so much that it enables large mobs to form, but that it enables a small number of bullies to look like a large mob.
