Every time I get an email saying "just bumping this up in your inbox," it reminds me of the huge startup that's missing.

Because you haven't responded (your lack of action), or because your email client hasn't properly filtered out (you're not interested), or because of some sort of communication medium problem (email failing) ?

sender has to pay for bumps (like $1 a time), they can do it unlimited times. If you ever reply you get half of the accrued $, startup gets the other half

The solution is to come in from the side. Make something that will ultimately replace email, but that looks initially like something else, probably a to-do list.
