If you think Twitter is really doing this, you should organize an experiment and see if you can get clear evidence of it happening, instead of just after the fact reports. It would be a huge news story if you could.
Incidentally, I doubt very much that Twitter has an official policy of secretly decreasing people's followers. If this is happening, it's an individual Twitter employee.

This looks like an artifact of "eventual consistency" not some broad conspiracy.
I'd bet it is likely some rogue employee too, but that would raise almost as many questions if such a thing is possible without any oversight. If such a feature exists, it should have a very detailed audit trail backing it and anyone misusing it should be held accountable.
Is an individual 'unliking' pinned tweets as well?
Sounds very similar to Reddit's 'shadowbanning' system they have in place against bots; wouldn't be surprised if Twitter implemented something similar
