Seems to me, most people want the same things: better health care, civil rights, gun control, better public schools, separation of church/state, accept climate change etc. Does that mean the country is left or are these voters actually moderate?
When described at that resolution many people's opinions seem the same. You start to see variation when you ask e.g. what civil rights, and for whom? And even in your list I see at least two things (gun control and climate change) that Americans are very divided about.

By what means do you intend to achieve X and what priority or hierarchy do you attribute to it? Do you encourage, nudge, or hard enforce?

I think there is more in common than less on these issues. eg there is room for debate about the finer points of gun control but most Americans want background checks and a ban on automatic weapons. Same with climate, most Americans agree with scientists/science
