In principle, yes, assuming the bylaws permit such a thing (which they usually do). But I'm not sure the "leadership" is even really responsible for this. My conjecture is that true leadership are the money folks behind the Digital Library.

I wonder how much of ACM's revenue is from journals? At most scholarly societies they're cash cows which pay for a huge fraction of society activities. Eg the American Physical Society earns 40+ million per year from journals, the American Chemical Society earns ~half a billion
