If you want people to work on un-fashionable problems, it would help a lot with a more secure social safety net so people don't have to stress so much about basic needs.

Definitely. Have toilets, kitchen cutlery, car tires, furniture, hats or anything else reached their final form (although they are in a constant state of evolution). Worth exploring/brainstorming other solutions that are completely different from the current way of doing things.
