When politicians commit to emissions targets, it would be more convincing if (a) the dates were in the fairly near future and (b) the politicians agreed to resign if they failed to hit the target.

I think the near deadline should be less than 4-5 years to make your point B valid. 4-5 yrs is the average tenure of a politician, sometimes less. Half the problems in the world will be solved with point B :)

Why not a year to year plan? Every year the politician would need to confront the numbers and reestimate the next years

This. The typical plan (if a plan is detailed at all), *is* 5 or 10 years. Which for US presidents, is a bit silly already as it’s beyond their current term; always makes it the next guy’s problem
