One reason the Bay Area is so expensive is that the way to make a successful startup is to make the right product, not to pay employees less. So cheaper locations have no advantage.

Talent is everywhere opportunity is not. -Kara Swisher. Isn’t this a chicken or egg problem? It should be solved to relieve Bay Area pressure and distribute opportunity. Easier said than done.

Not overpaying doesn't mean "cheap". The only feature of the location that resulted in very high cost of living are lazy VCs investing mostly in the area, inviting more founders and ideas to invest w/out leaving a bedroom. Talant is distributed, money not. Hence, talant scarcity.
