I was under the impression that Clinton's campaign had a massive big data project called Ada and had 60 mathematicians. That project decided all the campaign spend and targeting efforts.

Yup - the Clinton team knew what positions they were expecting to get in the new administration and couldn't risk anyone outside their circle making a positive impression. This theory also explains why they rejected Bloomberg's offer to help.
