Governments both hate tax avoidance and simultaneously encourage it. (The whole point of tax "incentives" is to encourage people to do x as a form of tax avoidance.)

Incentive based taxes rely upon the idea that we as a tax base broadly agree on what is “good” and what is “bad”. We often don’t and when we do, it’s still very nuanced and often fails to capture the whole picture.

The American goverment maybe. Flat tax for revenue and a sin tax can encourage the good behavior while letting the goverment aggressively pursue non taxpayers.
