What is logic of dividing by GDP per capita . We have focus on CO 2 emission per capita . That is it . Developed countries will always lead that metric

There is no division here. It's showing a corelation between CO2 emission levels and GDP (per capita).

Either lower per capita emissions (how?) or fewer capita needed. Barring a technological breakthrough, either we tell a billion people they can’t be allowed to get richer, or they can’t be allowed to have kids, or we accept a massive increase in emissions.

How do you think it could be addressed? You have some similar problems: Dense population, people movement challenges, currency issues, burning coal. Some nuances include: societal Classes, slow to move on clean tech (or even basic sanitation in some cases), approach to FDI.

Gleaning from the data present in the link, India produces 3403$/ton of CO2 , USA : 3217$/ton of CO2 and China : 1819$/ ton of CO2. If that isn't a measure of competence I don't know what is.
