Dead-tree codex? That's 3rd century tech. Create a wiki-book. Allow people to improve it, correct it and update it. The minuscule percentage that'll want it in hard-copy can print it out themselves.

If the publication is paid for with public money, the results aught to be publicly accessible. This is now mandated in EU Horizon 2020, US NIH & FDA, etc.

Perhaps too broad. Certainly academic publications should not be paywalled. Seems inconsistent with their mission and the interests of those writing for them who presumably want broad distribution of their ideas.
