In 2012, 60% of US adults thought colleges had a positive effect on the country. Now 50% do. That is a big drop in 7 years.

You're reading it wrong, and kidding yourself if you think its because they think college is outdated in the way you do. Look at the partisan splits -- It is because they think college makes you liberal, and they have been told college is evil.
If you read the study, their gripes are, in order: the cost, that students aren't taught the skills they need, and political correctness.

Everybody is more worried about costs today due to publicity on the subject. Only republicans decided college is bad for the country.
