this tweet is true. And why shouldn't it be (outside of the staff of elected officials as many have noted in the replies)? but why say it?
Because it shows that not all users want the same things from software, and in particular that many people (perhaps most people) are not interested in exciting new features, but just want stuff to work well enough.

That is totally fair. Appreciate you clarifying why you shared it. I happen to think it isn't any more true of local government than of any big corporation.

More subjectively, I believe that when there's a common stereotype in an industry (e.g. "government is lazy" in tech), and you're an industry leader, you're responsible for how people interpret your words with respect to the stereotype, whether or not you intended to reinforce it
