*Relative* poverty is caused by math, if nothing else. Exactly 10% of people will always be in the lowest 10%.

It’s also a curve. The bottom 10% can be relatively closer to the next 10-20% or 80-90%. The bottom 10% could roughly equal the top 1% in some scenarios.
