Both. Talking with current and former Facebook engineers, the tech is really finely tuned for a social network. There’s a lot of passed down knowledge that keeps Facebook up and working. Network effects are always hard.

European employment laws basically kill the drive that the “next Facebook” would need to get off the ground. Anything that can be achieved under those labor laws can be replicated / exceeded by just about anyone in Silicon Valley.

Unless we’re talking a government ban / restrictions imposed against US startups in the social media space I don’t see how any European country can replicate Silicon Valley as a late entrant with a tightly regulated workforce.

Hard the technology itself? This looks very strange, so it must be something else, like the ability to move people there to the new services. Because honestly most of the US-based unicorns are hardly technology giants, with the exception of Google.
