Probably a great idea to start with yourself too. And I bet people who feel they have a twinkle in their eye are surrounded by more of the same.

I think you could describe most people as having a twinkle in their eye, so long as they love something. A parent looking at their child, an inventor discussing their creation, etc. Maybe the better idea is how do you bring it out of people?

No that’s not how the expression is used, or what it means. It describes mischievousness, coupled with an overwhelmingly positive side. It makes it difficult to fault or criticise them because they are so likeable at the same time.
