‘Break up tech’ is just as meaningless as ‘Brexit’. Regulate tech is more interesting. But we don’t regulate (say) financial services. We regulate credit cards, and mortgages, and securities, and pensions. We regulate specific things and aim to solve specific problems.
It's one of those phrases that says more about the speaker than the world. It's basically "hurt tech," except (a) that doesn't sound intellectual enough and (b) one's true agenda is too obvious.

It's not self evident that anyone's agenda (stated or otherwise) is "hurt tech". Why would anyone want that?
