It's amazing but I think you're right. Anyone with any theories about why?
Simple reversion to the mean. This sort of mediocrity is the default for projects within large organizations, and Docs is far enough from Google's focus that you see default behavior.

Yes, I agree. I believe the Google office suite was originally built to combat Microsoft ... not to be a leader in that space. Once their suite provided a “good enough” competitor there was no effort to lead. It also can become a support burden.
