Pandering doesn't necessitate falsehood, though, so not sure about this?
I think we're at the edge of words here, but the kind of pandering that matters, and the kind I meant when I first used the word, is the lying kind.

That's a really helpful clarification. My view is that any pandering -- when it encourages people to avoid the search for more accurate truths -- can be Very Harmful, and of course the lying kind is Very Very Very Harmful.
