I think the 7 yo was right the first time.
7 yo just learned it's "Your call will be answered in the order received" and not "Your call will be answered in the watery sea."

I was much older than that when I realized that “Vehicles will be towed at owner’s expense” signs were referring to the owner of the vehicle, not the owner of the establishment. Always seemed like a strange deterrent to me.
