Of course not. But this conversation is about the relative sizes of national economies, in which, by definition, it is.

human capital increasingly IS everything, and capital is far more important than money.

Human capital flourishes in an environment - mentors/knowledge/access to capital etc. but also society. I think that latter part gets forgotten a lot.
