In late 1990s some of us in the hosting business would refer to this as application hosting .. just before netcrm/salesforce started
The term was not in use as of 1999, when I stopped paying attention. We called it server-based software. Merrill Freund from our PR firm coined the catchier "web-based," which we initially rejected because it was technically incorrect.

My co founder and I launched
@salesnet in dec 1999.@salesforce was launched in aug 1999. There was also@upshot launched around that same time. As@pg stated we were all called web based SFA Sales force automation companies. -
The term CRM came later. When marketing and support automation gained traction. Web based became on-demand which then became SAAS, likely sometime between 2002 - 2006. Those phrases were likely coined by
@gartner or@forrester, possibly by@Benioff and team.
