          Put them in situations where it is both required and allowed. Show them examples of other people who have it. Encourage them when they're uncertain.

          I put your comment as point 7 in the thread Paul. Seem to be very two similar concepts. I think the following question captures it: “Who would you call to break you out of a 3rd world prison?” Best identifies resourceful/high agency people.

          I think there’s a difference here. In business, you get rewarded pretty directly for being RR. But responsibility isn’t always rewarded, even though it’s always the right thing to do.
