This is not new. The most persistent people are enabled by online tools being available 24/7, and computers now being in every pocket and always connected.

True, this is a feature of internet conversation generally.
I think that there is an idea here but I haven't expressed it right, so I'm going to delete this and think more about it.

The conversational tyranny of the unemployed isn't new, but twitter particularly is weird in that people sign up to follow you but you cannot control the set of participants in the conversations you start.

I would love as a default a pruned view of only the tweets the author of the root tweet thought were interesting. You could approximate this by keeping only the ones the author had fav'd/replied to.
