Do Twitter suggestions have state?
Feature idea for Twitter: When you've suggested that a user follow a particular account 10,000 times and they haven't, suggest another account instead.

I seriously doubt that. Probably the main reason they can‘t/ won‘t optimize it

Also works for Amazon shows and the ad-supported versions of Kindles. Doesn't even need any fancy ML - just some old-fashioned rule-based stuff.
