I think it's the combination of not being rooted out plus people having a presumption of virtue about them.

Thanks. Being regarded as virtuous, even if not, could be very valuable... Extreme example, but Bernie Madoff was a prominent philanthropist and served on many charitable boards. In addition to defrauding them it was no doubt a wonderful way of meeting new victims as well.
