It's helpful for meetings to have a sort of social dead man switch in the sense that the meeting is over by default instead of continues by default. (At Viaweb I was famous for asking "are we done?")

Good opportunity for a video call tool which only ever allows calls of 15 mins. With no exceptions. "Sorry, we use $TOOLNAME, have to end soon."

That might actually work. It would have to be really good, because then you could claim you were using it because it was good rather than because you didn't want to give anyone more than 15 minutes. But if a good product also had this rule, it could be even more popular.

I've developed a habit to automatically check with myself every few minutes, "Am I still needed in this?". And if in my head it's a, "no", I ask it out loud.

So my toddlers, chronic “are-we-there-yet” askers, are really just socially reinforcing optimal transit time. Thanks kids!

I worked at GE Capital in the 90s and in our 6-sigma training they told us to always set an ending time for every meeting! Then again, look what happened to them. LOL
