they simply want to keep the power to decide which content can or can't appear on their site with sufficient latitude. Giving a specific definition would limit their possibilities.

i always tell my kids things are inappropriate, mostly because i am too tired to detailedly describe to them why exactly in polite society one does not do that

I just tell them that social rules are arbitrary. Interestingly, this doesn't cause them to say "well, I won't obey them then." Perhaps because their whole lives, to them, seem to consist of obeying arbitrary rules.
